Bloom or Mold?

I just got a box of great smokes. A few of them had a white substance on them. I am not an expert, so am requesting some expert diagnoses on this. After I took these pics, I was able to wipe off the spots and they left no stains.

I think that it is bloom (plume), but would like a second (3rd, 4th, 5th) opinion.

Thanks for the responses. Be aware that I just received this box from a Reputable Source listed here on CP. Be careful who who do business with.
 
I would'nt say that mold makes them less reputable. Especially if the cigars were in their packaging. How would he know they are moldy. I would question his reputation if he would not take care of the problem to your satisfaction.

I for one would wipe off the mold and smoke the cigar. Especially if it is what it looks like (triple cap and all) as they're not supppose to be here. JMHO.

Point taken. I fully expect to smoke them and enjoy it. Maybe they have been stored in a over-humidified environment. The mold was only on a few of the smokes and it did not seem to have effected the wrapper.
