Many people do start their own pass as a newbie. S.D. comes to mind. That is certainly an option. It immediately establishes trust, promotes good posts, and allows one to get to know how things work around here.
But, there are lots of people out there who will wait for a pass to reach their PO Box and when it arrives you never hear from them again. There is a large amount of time and money that goes into a successful pass. Of course there is a need to be cautious. There is no perfect way to measure the caliber of a newbie. The minimum post requirement is established by the originator of the particular pass. I, for one, agree with the requirement. The only way to measure the quality of people signing up for a pass is to read their posts and judge there participation. What other way is there?
