If you're thinking about bringing Cuban cigars into the United States, that would be a violation of the Embargo (Trading with the Enemy Act) and would indeed be illegal.

Transportation and the possession of contraband Cuban cigars is illegal. Its considered bad for to discuss that on any of the many public cigar communities.

I would also point out that its bad form to substantially edit the opening post of a topic, but in this case, I think we can overlook that.
