What has changed from an admin procedure that causes the newly banned not to have a Banned title above their avatar, and their profiles not found under the banned members search?

I marked him as a spammer, which essentially adds him to the shared forum blacklist, and also bans him.  When someone is marked as a spammer, their account still says member, even though they're banned.
