Manning disappoints...

I bought a fifty cigar domed Manning humidor a year or so ago. It struggles to keep 60% humidity. I usually have it stacked to the brim, which may be the reason. I'm a very occasional smoker and wouldn't like to hassle too much with the humidor. I bought the Manning as it was supposed to run three months without refill. Now it seems it doesn't rev up to max. Can anyone help?

Humidity is now nudging up over 65% (and rising) after i refilled the humidifyer, took the cigars out, moisturized the walls, bottom and lid of the humidor and put cigars back. i also inserted a small JAR CAP WITH WATER on top of the cigars, which apparently is making the real difference. Hope this won't ruin anything. I'm concerned wether the moisturized walls will hurt the cigars...
