So my new humi arrived. And I threw in the hygrometer after 24hrs it says 63%rh out of the box. Should I still season it?
 
Absolutely! You want that new humidor to absorb some humidity and get seasoned instead of it taking it out of your cigars once you put them in there. If it was my humidor I would season for at least 14 days. Go with the Boveda humidor seasoning packs. I believe they are 1 pack for very 50 cigars that you fit in the humidor.
 
Did you put in the hygrometer without any humidifier in the humidor? Or did you have a humidifier in there and the RH is now at 63%?
 
Either way, the answer to your question is yes, you need to season it and it will take about a week or so (I season mines for about 2 weeks)
 
Have you calibrated your hygrometer?  If you don't you have no idea what it's absolute value accuracy is.  Not uncommon to find them a few points off one way or another.
 
You can find how to do the salt test here in these pages (search) or you can pick up a Bovida cal kit for a few bucks.  I've done both, IMHO the Bovida is worth the money.  If you do the salt test, I always got my best results if I did it inside an old mayo or pickle jar.  Use two ziploc bags and double bag the environment, at least.
 
So let me get this straight. You bought this humi new and you have not seasoned it or it has not been seasoned in the past. (just in case someone bought it and returned it or you bought it from someone else) You are asking that just because the hygrometer is reading 63% for a few days you don't think that it has to be seasoned, correct? If this is the case yes you need to season it and also as Tom said make sure you have a calibrated hygrometer to make sure you're getting an accurate reading. 
 
I know that sometimes you can get impatient and want to throw your sticks in there but it's not a good idea. Again, season the fugger or............
 
you could just let your sticks do the seasoning after you put them in too early.
 
Negative...all my hygrometers are calibrated. I was just curious if it has to be seasoned because it's holding 63%. It's not used it's new. I rem reading that's before I start to season I should check rh because sometimes it's stored in a warehouse and kept humidified. I will most definitely season it. Sponge DW water close the lid and leave it
 
I've never heard of a new humidor arriving at the desired RH....but ok.  Is it possibly the RH in your home?  The basement?  At any rate, do as said here.  Season for a least 7 days.  Take note of the RH a couple of times a day throughout that period.  After about 5 days the fluctuation should be minimal if you are not opening the humidor.  Once you have a couple readings throughout the day that are the same, you are good to go.  This usually takes about 5-10 days, depending on the humidor size and what not.
 
After you put your cigars in, expect another fluctuation before it stabilizes.
 
I bought a smallish one long ago that was seasoned because it was in a cigar store where basically the whole store was the humidor at the 70% level.  But I doubt it would have arrived via any method of shipping with that same degree of humidity.  I still seasoned it as usual.
