he doesn't actually exist. He is a script run out of an anonymous forwarder in of the former CommieLand, the Ukraine. The only thing can be done is to assume there are no BOTL there and ban 20M or so assigned IP addresses in that god forsaken chunk of real estate.

Actually, Odessa, Kiev and Lwow are pretty awesome cities. And they're one of the few former Soviet countries that have the balls to stick it to Pooty-Poot every now and then.
