Length is easy, use a ruler :p
For the ring size, use some kind of el cheapo ring gauge. Ring gauge is measured in 64th of an inch meaning that if a cigar has a 48 ring gauge size it is 48/64" in diameter or 3/4 of an inch.

If you're a machinist or have access to calipers or other measuring devices, use those ;)
 
I remember a thread on here about this. There was something online that you could print out and put the cigar up to it for the RG and length. Somebody help me out here?
