the best cheap cigar

If you live near chicago chances are your local shop has Arango Sportsman's X00's. For 1.50 a stick you can get a nice cigar that smells & tastes great. Go with the 400, I find that the 300 doesn't have enough smoke in the beginning.

Quints Brevas are my favorite. Also I really like the Tampa Sweethearts Maduros! I get the 500's usually. I keep my eye out for Pepin's on CI as well.

Sancho Panza double maduro Quixote, Oliva Series 'G' Special G, Onyx Reserve #4 (don't kill me, after the fake hype its a nice little cigar)

Oliva G Maddy, I think it is a great smoke, even for short filler.

I don't think the Oliva G is a short filler cigar.

I vote for the Sancho Panza Extra Fuerte...I prefer these over the SPDM

At least close to the target range, depending on where you find them:

Cubita SMS Perfectos
JFR Maduro & Corojo, any
Cusano 18 Maduro, robusto
Punch Champion
Fuente Chateau SG
Carlos Torano X59 robusto (they're getting pricier, though)

All nice smokes, not "bundle sticks."

Good call on the JFR. Maybe hard to find for some, but a pretty decent cigar.
