I have a very good friend in Holland and this is what he had to say about the picture when I asked him about it...

They made that thing for a commercial a long time ago. It's just a modded go cart. Silly thing is that as long as it's on the bike path (the red sides of the road) it's actually street legal, they made it like that so they wouldn't get arrested when shooting the commercial and it was cheaper than a permit.
