It was a scam guys, look at the number of likes compared to how many people are interacting with them. It's 0.2%! Meaning they purchased the likes to artificially inflate their page to seem reputable.
 
Here's some insight.

For future reference, how do I view that graph about someone's page.

Mouse over where it shows how many likes they have, and click it to view.
 
If you see a large percentage coming from one area that's where they purchased the likes from.
 
In this instance, it looks like the person/people who made this page are from Houston.
 
Just Google "The Independent Whiskey Association" and look at how spammy their relevance is.
