I don't know if it has changed but some interpret the rules differently. Maybe we should drop this one and start something else as to not relive SPIVY's idea everyday.

The idea of waiting till you have the package in your possession before moving on is to prevent problems. If something comes up with a shipment or a member not sending their end it can be taken care of before getting lost in a mess of "who's turn is it?"
