Cats in the garden

We have had a big problem over the years in my neighborhood. One of our neighbors lets their cats run around and use everyones gardens as their litter box. The people do not care and will not do anything about. We have also called the city and they will do nothing about it since there is no leash law for cats. This is in our front garden so I dont want to have to put chicken wire up or anything like that.

Does anyone know of anything that would keep cats out of a garden? I cant really put pellets in the cat because of the way that our house sits compared to the neighbor that has the cats.
 
A spool of bailing wire (chicken wire, or any metal string), metal fence posts at one end, wood or plastic on the others, 12 volt transformer, 1/4 amp inline fuse.

I have seen online where you can buy kits like this. The only thing is it would look like hell.

I don't have the exact info, but there is some kind of spiked plastic mat that you lay in the garden & cover with mulch. When the cat digs in the mulch to do the business, the spikes irritate it and it goes somewhere else.

I think I saw this on the gardener guy show on HGTV. But that's the best I can recall about it.

I've also heard that laying the chicken wire flat on the ground so the cat can't dig will deter it also.
 
I have heard that fox urine works. Spread it around the perimeter. I have also heard that placing Aluminum foil under thin layer of mulch works. Some what similiar to the spike mat mentioned above.

I wouldn't recommend the stuff that comes in a shaker from pet supply store. I bought some for ground hogs all it is a blend of types of pepper, might be good on a steak but the not so much for the ground hogs. For them it was pellet gun and then a shovel.

Outside of just gettin' a dog, I recall my grandpappy years ago used to pour ammonia in the areas where those damn cats were gettin'. Seems to have worked.

Got a dog, this is my front yard and I cant let my dog run around my front yard at night. I will look into the ammonia thing but I would think that it would kill the plants.
