I think that you will find that it's the norm, rather than the exception when you do not find one of these devices in your shipping box. Considering the close quarters that your goods would have with the very wet humidification media, and the fact that a taped cardboard box wouldn't really hold...

I'm pretty sure that MSRP is $17.50 so 4 bucks worth of markup, tobacco, and sales tax isn't completely unreasonable.
