So you put the fan unit inside the keezer and aim the tubing to blow directly on the shanks?  I have very little shank exposed in my keezer, maybe 1/2 inch.  Most of it is covered with insulation.

Same here, most of mine are within the insulation.
 
The problem lies in the Perlick's absorbing heat from the garage, and storing that heat through the shank.
 
Then with the first pour of the day, I have about 1/3rd foam. 2nd pour is perfect if poured within 20 mins or so. If the next pour is beyond 30 mins from the first, I get just a wee bit.
 
This is a seasonal problem only, as during the winter my garage temps rarely surpass 65º, where in the spring/summer averages 75º+

I have that same issue, but I think to start, I am going to trim the insulation from around my shanks.  My rig is in the house, so it is 70 +/- a few.
